That is the Sun weakens Venusian power and causes problems in relationships. Others feel that the Cazimi nature of this inferior conjunction purifies Venus as she is reborn into the Morning Star. I think that this meshes well with the mythology, yet it gives short shrift to the entire retrograde cycle in general and specifically to the petal formation. Retrogrades are learning opportunities.
